Head of Training Governance

Permanent | Middle East | Aviation & Defence Sector

VHR are currently supporting our client in the search for an experienced Head of Training Governance (HoTG) to lead and oversee the development, compliance, and delivery of complex training programmes across the engineering and aviation domain. The successful candidate will play a pivotal role in ensuring all training solutions meet regulatory, safety, and strategic standards.

Key Responsibilities

  • Lead day-to-day management of the Training Governance function.
  • Oversee training design, development, and delivery in accordance with the Systems Approach to Training (SAT) and training lifecycle standards.
  • Maintain and develop training policies in line with corporate, legislative, and customer requirements.
  • Ensure all training personnel are properly qualified and competent for their roles.
  • Support project teams with expert advice on training governance and delivery.
  • Evaluate training systems, tools, and external providers to ensure cost-effective, fit-for-purpose solutions.
  • Chair quarterly forums with training leads to share best practices and policy updates.
  • Contribute to design reviews, technical bid reviews, and internal audits.
  • Produce governance reports and deliver training-related presentations as required.

Candidate Requirements

  • Degree-qualified with additional management and instructional training.
  • Minimum 15 years’ experience in aviation or engineering training leadership roles.
  • Proven expertise in SAT methodology and courseware development.
  • Strong knowledge of the engineering and training solution lifecycle.
  • Experience managing large teams and complex training operations.
  • Demonstrated ability to work with senior stakeholders and customers.
  • Exposure to project management, supply chain, or operations functions is advantageous.
  • Previous experience in the Middle East, ideally on military or defence programmes.
  • Fluent in English (minimum IELTS 7.0 if applicable); strong interpersonal and leadership skills.
